I’m shocked at the 44th overall ranking. That’s simply not acceptable.

Duggan in his keynote address to the Detroit Regional Chamber’s Mackinac policy conference chided both Republicans and Democrats in ignoring education reform. “Failing schools are a problem throughout Michigan.”
