Resident places electronics in suitcase, calls police with bomb threat

On Tuesday, September 23, 2025 at 6:36 p.m., the Clare County Central Dispatch received a call from a 35 year old Harrison man identified as Zachery Scott Combs stating two subjects had left a suitcase containing an explosive device near his residence located at 1943 Jill Janet St in the Township of Hayes. Deputies responded to the scene and located a suitcase matching the description given by Combs in his yard, near his mailbox.
Deputies, with the assistance of the Harrison Community Fire Department established a perimeter around the residence while the Michigan State Police Bomb Squad was notified. While waiting for the Bomb Squad to arrive, Deputies began speaking with neighbors in the area and were able to obtain video surveillance from a nearby residence showing Combs placing the suitcase in his yard.
When members of the Bomb Squad arrived they were able to X-Ray the suitcase which appeared to contain a large volume of electronics, but lacked any dense material indicative of an explosive device. Upon this discovery, Deputies again spoke with Combs, who admitted to placing the electronic devices in the suitcase prior to placing the suitcase in his yard. Combs admitted to falsifying the report in an attempt to have Law Enforcement investigate the original two subjects, who he had previous issues with.
Zachery Combs was arrested and lodged in the Clare County Jail. He was charged with one count of False Report or Threat of Bomb/Harmful Device. Combs was arraigned in the 80th District Court Clare County on this charge. His bond was set at $30,000/10%. He remains lodged in the Clare County Jail.
